RollupSourceSpanNotOnBucketBoundaryException

A validity-span boundary does not lie on a bucket boundary of the rollup, evaluated in the rollup's reference time zone. Off-grid boundaries would split a bucket between two sources — or leave it uncovered by either — so they are rejected. AB#5157.
